Better late than never department: I wrote a engineering firm about this, here's the response, just in:
"Smokestacks can oscillate side to side in the wind and can go into resonance under certain conditions. However, I am not aware of smokestacks generating a musical note, but I remember seeing (hearing?) the phenomenon used in a musical "sculpture" 10 or 20 feet tall."
Anyone know of any contrabass wind sculptures?
